Woodland Hills Youth Development Center

A notorious "youth detention" facility where they call the inmates "students". Over the last year, there have been three break-outs at this facility, where the guards carry no weapons or even pepper spray. Once again, a group of hoodlums overpowered a single guard, and executed a textbook escape. Again, for the third time this year. What a mess.
