Phil Ruffin is a businessman who owns Treasure Island Hotel and Casino in Las Vegas as well as a 50% stake in Trump International Hotel Las Vegas. He also involved in a number of other business ventures including greyhound racing tracks, oil production, convenience stores, real estate, and the world's largest manufacturer of hand trucks.

A close friend of Donald Trump, Ruffin flew Trump aboard his private jet to Moscow in 2013 for his infamous trip for the Miss Universe Pagent, as detailed in the Steele Dossier.

In a February 2019 meeting of the US House Committee on Oversight and Reform, it was revealed that Ruffin paid $25M to satisfy the judgement against Trump University .
