Note that the bridge is half up. It still works but they rarely move it. It is kept in that position as a compromise to (1) having it out of the way so boats can go under but (2) not having the bridge permanently all of the way up and top heavy where it would be a threat to the bridge next to it during an earthquake (it is only three or four miles from the Hayward Fault.)
